Care rarely fails because nobody cares. It fails in the gaps — the unfilled shift, the payroll nobody set up, the Personal Assistant who left with no replacement lined up, the post that stayed open for five months.
Most organisations in this sector pick one lane. A staffing agency supplies shifts. A payroll company runs payroll. A recruiter fills posts. Each of them is solving one part of a problem that does not divide neatly.
A family with a Direct Payment needs recruitment, employment administration and someone who understands care. A provider short on the rota next week may actually need a permanent hire and cover in the meantime. A Support Worker wants flexible shifts now and a permanent role later.
Putting these under one group means we can answer the whole question rather than the part of it that happens to match our service line — and say plainly when the answer is someone else.

We do not assess needs, decide eligibility, award funding or set the amount of a personal budget. Those decisions belong to your council or the relevant NHS body, and we have no influence over them.
Oakline does not provide CQC-regulated personal care. Our personalised care service is administrative, employment and recruitment support around an arrangement you hold. Our staffing service supplies workers into services registered by their own providers.
We can operate payroll, prepare employment documentation and explain how things normally work. Where you need regulated advice — employment law, tax, benefits, welfare rights — we will tell you so and point you towards it.
You will find no framework logos, NHS or council endorsements, award badges, client counts, success rates or testimonials on this website — not because they would not help us, but because we do not have verified ones to show. When we do, they will appear here with the detail to check them.
We are a new group. We have no history to point at, so instead here is what we think the right measures are.
Even if you never use us. If you put the phone down knowing more than when you picked it up, we did our job.
Declining a shift we cannot cover competently, or telling you a search is unrealistic, is not lost business. It is the service.
Under a council review, a CQC inspection of your service, or an audit. Boring, and the thing most likely to cause you a problem if it is wrong.
Personal Assistants who stay in post. Placements still working a year later. Staff who come back to the same service. Retention is the only quality measure we would trust.
Oakline is based in Sheffield, South Yorkshire and works across South Yorkshire — Sheffield, Rotherham, Doncaster, Barnsley and the surrounding areas.
We are not going to claim national coverage. Knowing the services, the travel times and the people in a region is what makes staffing and recruitment work at all, and that knowledge does not scale by writing "UK-wide" on a website.
If you are outside the area, ask anyway. Some of what we do for individuals and families — payroll, employment documentation, employer support — is not tied to geography in the way that shift cover is. We will tell you honestly which applies to you.
